The ground is hard as concrete when it's dry, but extremely spongy when wet. It's a whitish clay mix that has crushed rock covering and will be used heavily for vehicle use. The main questions are: What type of lime to use? How much per square foot? And what's the best way to apply it?

Just to re iterate; "...has a crushed rock covering...."
I realize it was hiding inside my long question.
Several inches of crushed rock is there in place on the ground but what's underneathe goes 'squish' when it's wet. Crushed rock won't help that.

What you have is a marine clay or what in the engineering circuit is called a fat clay. the answer isn't cheap find out with a testing firm what lime stabilizing is required. what you will be doing in essence is changing the properties of the soils buy placing lime the best is mix 4% to 6%. per square foot

No offense; but if it ws my drive; I'd just add a thicker layering of crushed rock, preferably LIME ROCK.
