I would say that a belief is something that has been instilled in you by politics, institutions such as school and your parents. Such as, your belief in God if that fits you.
Opinions are more personal and are usually made on your own, not instilled on you by another, such as, your opinion is that my dress looks hideous. In that case, saying believe seems too strong of a word to use and out of context. Though you may adopt another's opinion, it is still an opinion. However, it seems as though that if enough opinions come together, they can form a belief. Does that make sense? I hope so!

Opinion = it is a persons assent or dissent on an issue.

For example... My opinion about school has no voice at home.

Therefore, you can have an opinion on a belief.
