I have an electric furnace & within the last few days it started blowing out cold air. (it has done it before) I can't set my heat higher than 62 right now & it's 30 outside. If I set it higher after running for like 2 minutes =, it starts blowing out really cold air. If I reset the breaker it will work again~ at least until it kicks on again. My husband said it was the thermostat, so we replaced it but it didn't work I keep asking him to try to replace the breaker just to see if that is the problem, but he won't even try it. Anybody know what else it could be?

You have an "upper" and a "lower" thermostat in the furnace that controls run-away heat, so it doesn't overheat.
One or both of these plenum thermostats are out, have them changed.
Also, have the control unit checked.

Probably has a relay in it what needs a good amount of amperage to engage it. The furnace might kick on but draws on the power needed to engage the starter relay for the heater coils. Flipping the breaker lets it start fresh, so to speak, and the relay gets a good shot at grabbing the current it needs to engage before the blowers can. Anywho, it sounds like the relay might just be getting weak. I'd get it replaced. Consult a qualified HVAC professional for assistance.

It's definitely not the breaker, it is in your furnace. The same thing happened to mine a few years ago, but I can't remember what it was. You will probably have to call in the furnace doctor to fix it. I know it was a very simple fix, but I can't for the life of me remember what it was.
