Double radiators give around 85 -90% more heat output than same sized single, so yes, it would help immensely, But before you go to that expense get someone to calculate what size radiators you need to have in your flat and check to see if the ones installed are adequate, if not, then consider changing them. Older single radiators have no fins attached to the back of the panel to dissipate heat quicker, so are less efficient than later finned radiators. Make sure your existing radiators are getting hot enough, it may be the boiler just needs turning up a bit.

note your rad size (with or with out fins) and find the heat output, then find the heat output for a double rad.
above answer is correct, you should have the heat-loss of the room worked out then buy a new rad that will provide enough heat. Note: An over sized rad will not make the room warmer, it will just heat the room to the required temperature quicker.

Age of radiator is a factor, as is the type, single panel, but if they have fins on, they are sp+, sp+ is bigger output, then you can move up 1, to the double panel single convector, which is bigger again, then the double panel, double convector, which is even bigger output, take radiator and room sizes to a plumbers merchants and be advised, or get a quote.

Yes of course twice the output and very effective way to improve heating.
Remember that insulation in walls, windows and roof space is important so check that as well or you may just be making more heat to waste.

a lot depends on how old the rads are ..the old ones were thick walled ...the modern ones are both thin but they have convecting fins to rear and are very efficient ..remember if you have double ..you have twice as much water to heat
