There really aren't a lot of poetry websites that pay.
You will want to stay away from poetry.com, that's a scam and it is just taking advantage of people's desperation and/or naiveté.
Your best bet is to pick up a copy of Poets Market 2008 and go to the back indexes where you will find publishers who want teen writing and focus on those. In the guidelines for the publishers, they will tell you if and what they pay usually.
There's about 50 publishers listed.

I write poems for free like everyone else. I suggest going to poetry readings at a coffee house and getting your work exposed, or sending your work to a university and see if they will publish it.
Once published, you can have that reputation and your work will grow. Only then will you get paid. For now, you need to gain acceptance. Write in your journal every day and keep formulating ideas. Never quit.
Oh yeah, and get an allowance from your parents or work in a grocery store or something. Interim money, work ethic, interpersonal team building and new ideas are things you will gain from this kind of experience.

No one will pay 15 year olds to write poems. It's very difficult for good poets to get paid for their work, and what most teenage poems have in common is that they're almost universally awful
