Such moves take advantage of anarchy. Nations have governments that ostensibly are accountable to the people and to uphold constitutions and written laws, whereas the world has no centralized government to which all nations are accountable and which will take disciplinary actions when rules-laws are broken. The world has no government, rather it has anarchy, i.e., no law to which nations are accountable, much less privately owned multinational corporations. Privately owned corporations are accountable and responsible only to their stockholders. Governments can legally hire private organizations to do many types of work on its behalf and avoid having to be accountable to the citizenry which elects it, as the multinational-companies are private corporations not answerable to citizens of any country. Outsourcing is a convenient way to carry out actions which would be illegal if a government or its military did them. Outsourcing is also a convenient way to have willing experts set to do whatever rather than have to recruit and train citizens, or worse, draft unwilling youth.

What this story SAYS is Gates feels (and most I think would agree) that going in with guns and tanks is good for the initial battles, but to truly win "Hearts and Minds" of those whose countries we've destroyed, we need to also bring in teachers and doctors. I would prefer THESE persons (while still government employees) NOT be military, as the "conquered" have little love for their conquerors, and would resist the efforts of Military teachers, doctors, construction workers, etc.
This of course, presupposes there is no longer a military threat in that particular country.

It is a way for the corporations to fleece more money out of the country. There also is no oversight on an international corp. Soon you will be getting tickets from outsourced private security firms that have policing contracts with the city.

The well-connected rich get richer, and the American taxpayer gets screwed.
The military is one of the few things our government does reasonably well.
This outsourcing is just another fleecing of the taxpayer.
