this is primarily done through hardware. While there is software (even with windows) that can do this, it is primarily designed for prioritizing traffic with limmitted bandwidth. Most of the software designed to do this is going to be edge router/network type of software to designate which wan/lan links to use based on network speed, security and protocol. There are a lot of traffic shaping server software but it is expensive. If this is a home hobby I would recommend going with a router. personally I like my Dlink DIR 655 but feel free to use whatever you want. it just sets a priority to the traffic so that if packets requests are sent from a given recipient with higher priority get sent first and others are delayed. This is useful for either real-time communications such as VOIP application port based items or from internal traffic for server to server based transactions for faster transaction updates.

try Bandwidth Optimizer from Elron software, you may serach the internet for free tools that may help you reduce your traffice overhead and eliminate the need for bandwidth sharing, not a lot of tools will be able to share your bandwith without you procuring some form of hardware

Depends on your router. The easiest solution would be a buying a dedicated traffic shaper (expensive), or install a linux machine as it can do that by default. Windows cannot do this.

This is best done in hardware, not software. Use a Cisco box and enable QOS to perform traffic shaping and policing.
