I have a question, let me see if I can explain it right. Does anyone know if if the frame on a 1995 Chevy Lumina includes the bar between the driver side doors?

Typically, the frame of a car refers to its chassis, the base(bottom) of the car, and may also include the engine, tranny, suspension. The part you explain would constitute as part of the car's body.

It is not what is considered part of the frame, but it is part of the cars structure. It is a unibody car. This means it does not have a body mounted to a frame. rather its frame is made of sheet metal usually a bit thicker than the sheet metal used in a body. The frame and body are welded together to form one structure. The B piler you talk about is part of that structure. Not sure the reason you are asking but if you are thinking of removing it etc. it will compromise the cars structure.
