you need to find someone who is in the other gang to get the other half for you, i just made a second account, but you need 2 computers for this b/c you cannot login to tthe same world with 2 accts from the same computer

You need a partner ( usually someone who hasn't started the quest ) to join the other gang then you both get 2 sheild halves & trade one of yours to the other. Then you both finish the quest & give one of the reward certificates to your partner to cash in.
