You are looking for govenrment assisted housing. Another name for it is Section 8 housing referred to as such because of the Section number used to describe it in the federal law authorizing it.
Section 8 housing is determined by need. You must First present yourself to the local HUD office Housing and Urban Developement) and be vetted (determined to be eligible for the program) Once that is done you are placed on a waiting list (your position on this list is determined by your need) for a voucher. The voucher is like a gift certificate to Best Buys, good for so much money in the payment of a rental apartment or house.
With a Section 8 voucher you can go anywhere in the country and use it IF the landlord is willing to participate in the program. If an apartment in the area you chose is going for 850 dollars and you have a $600 section 8 voucher then you must make up the difference of 250 dollars every month.
You must start with HUD or the local Housing Authority in your area in order to get in the program.

Contact your local county Housing Authority. They'd be in the government pages of your telephone book. They'll tell you all about requirements for Section 8 or Housing Authority housing. You can also search online under Federal Housing Authority.

You want to try to get on the section 8 voucher program which is available through HUD. If you receive a voucher your rent will be 30% of your income. It is not easy to get one and the application period can be lengthy but it is absolutely worth exploring.

Call your local county Human Services and ask them who is in charge of those buildings in your area. There is bound to be more than one. Then go to the place(s) and pick one out. They will have to have a lot of information about you. So bring it.
