I don't know for sure, but my theory is that they are stronger that way, or it is harder to push them out than when they are vertical. The prisons I've seen on TV sometimes have vertical bars, sometimes glass windows with chicken wire in them, or sometimes solid steel sliding doors with a slot for food for the isoalted prisoners.
