Yes, oh yes. The basis of society. This is why social engineering doesn't work. It is a waste of time and government resources. Competition is natural and desirable. Equality of results and economic equality are artificially-imposed ideas about justice on the Left that have nothing to do with the rule of law, since they don't understand capitalism, the invisible hand, etc. I take it they do not read Adam Smith or Ayn Rand and liken Maynard-Keanes to be a capitalist when he was more of a social democrat.

The rule of law in Western tradition is inherently connected to the notion of liberal democracy and equality before the law and not equality as a result of the law. One is fair, the other reverse discrimination and favouritism. It can be used against the poor, the rich, men, women, whites, minorities, etc. It's like Animal Farm, Brave New World and 1984.
