RA 9492 (passed by the Legislature to curb the Executive's practice of suddenly changing day of celebration of a holiday) fixed celebration among others of Friday, November 30 holiday to nearest Monday, which is December 3. Later, the President through Proclamation 1353 said there is no need to move this holiday because it falls on a Friday, thus, the purpose of giving the people continuous holiday is already achieved. (Incidentally, the proclamation also overlooked the fact that many businesses have work on a Saturday.)

The President must not change the date of the holidays because the people are confused and the employers are suffering from work changes.
