What is the easiest and most efficient way to build a pelton wheel from scratch?

I'm looking in to building my own pelton wheel to help power my house, and have come up with a few designs myself, but I was wondering if anyone knew of and easy way to build an effective wheel. I have ~160ft of head and at least 10gpm of flow

A pelton wheel is a series of scoops held between two flat disks attached to a shaft. The most problematic is keying the wheel to the shaft, but if you make the wheel out of sheet metal, just keeping it intact will be a problem.
