I'm just guessing here as I've never made one. You could get a nice jar with a good, tight lid, buy some little christmas village figurines and some white or silver iridescent glitter. I would paint half the jar dark sky blue - that would be the background. Then I would super glue some figurines to the inside of the lid. Fill it with water and maybe just a tiny drop of blue food coloring or watercolors or fingerpaints if you don't have the food coloring. Pour some glitter in it, put the lid on tight and let him/her shake it up. It won't last forever, but the super glue should hold up well for a while as long as you let it dry thoroughly. Good luck - that's a really nice thing to want to do with your child.

DO NOT USE GLYCERINE!! It is too heavy and the glitter will stick in one position. Get mineral oil. Use old mason jars or something like that and get a small figurine and glue it to the inside of the cap. Let it dry. Put the glycerine and glitter into it and then put the cap on the jar. I saw this on HGTV and if you go to their site they should have further info on it.

Get a nice shaped jar.
Remove lid and glue objects that you want to it.
Mix water, Glycerin and glitter together and slowly add to jar.
Replace the lid and apply glue to outter rim of lid and jar.
