Being a mind reader (!?) , assume question should read:-
h(x) = 3x² + 24x - 5
h(x) = 3(x² + 8x - 5/3)
h(x) = 3 [ ( x² + 8x + 16) - 16 - 5/3 ]
h(x) = 3 [ (x + 4)² - 53/3 ]
Vertex (- 4 , - 53)
