As long as it is new and has never had any chemicals on it it should be fine. I know many people that use PVC in tanks for hiding spots for large catfish.

PVC is used by MOST saltwater aquarists for all of there plumbing between the main tank and a sump and back again.
SO I would say NO it is not toxic to your fish.
We also use PVC glue to attach the tubing together, The toxins in the glue Evaporate VERY quickly.

The Betta is fairly tolerent, the PVC will have no effect, unless it has been uused with a chemical. I have raised thousands of fish useing PVC and had no bad effect

Well, it is probably only as toxic as it is to humans. Should not be a problem. PVC is inert for the most part and safe.

I have between 10-20 pieces of it in my cichlids made into caves for them and have had no trouble so it should be fine for your betta provided it is brand new and has not been used near any soaps.
