It is based on the pre-supposition that all men are "Good" and can rule themselves justly. Unfortunately, the opposite is true (according to the Bible).
Therefore, Democracy is as flawed as any other government. However, there is an opportunity for more justice and righteousness within democracy because of the freedoms we have in voting. But democracy will always be decomposing until another revolution re-establishes firm moral values.

Democracy isn't so much a form of government as it is a practice.
With that being said, my answer is no, Democracy isn't the worst form of government, because it isn't a form of government.
The worst form of government is Capitalism.

I guess that it could be argued that a republic form of government is the worst type of government. That is what we have not a democracy. The reason that it could be the worst is that the voting public (like the one we have today) is not intelligent enough to elect people who believe in who elected them and only care about what they can do to retain power. Not what they can do to ensure a safer, better America regardless of who gets the credit.

Well until judgment day and the earth is inherited by those who will appreciate it and it's creator Democracy or a Representative republic is still way better then a socialistic government. So it is not ther worst by far....

hmmm, a mob has majority rule. guys with guns define separation of powers. checks and balances are faction disputes (often other guys with guns). real democracy is very similar to mob rule. anarchic for the most part, with a system of compromise to maintain peace and order.
whereas governments are ultimately little more than taxation organizations, i don't care much for any variety. we tend to hire functionaries with inflated egos to maintain the government, they often tend to think they know how i should live my life. i don't think so.
