The children have been living in the new state for 5 years and the father has broken the original agreement many times?

Getting a case moved between states is covered under the Uniform Child Custody Jurisdiction Act and there are rules that say if it can be moved, I think you may need to petition the court in your new state. Since you've lived there 5 years you would be able to at least ask. I believe you have to have the custody order moved to the new state and then have child support recalculated. The child support may be higher or lower in the new state depending on if they calculate it differently than the old state.
