Stated differently: What role does the vice president play in the workings of the senate?

He is the tie breaker on all votes, should there be a tie.
President of the Senate.
But is part of the executive branch.

the senate has 100 senators. If on any topic up for vote it ends in a 50/50 tie the VP casts the deciding vote.

He is the head of the Senate and votes only if there is a tie vote on any legislation.

Very little. I think he has some non-signficant procedural duties and he breaks ties in the Senate.
