depends on the kind of speech... a 8 minute speech sould ideally mean 4-5 minute speech.. with opening and closing senetences taking 30 seconds each..and 3-4 pauses of 5 seconds each...
divide your speech in three portions for the remaining time..i.e. 6.5 minutes..
take 1.5 minute in telling what your speech is all about and how it is gong to help the audience..(it can be helpful in as small a thing as getting to know a new concept/information etc)
take 4 minutes for your actual speech and tell them whatever you want to...
take remaining 1 minute in sumarrising what you just said..to re-emphasise the lecture/speech..to tell that you have shared some new information/concept which can be helpful..
thats it..
so in terms of words...your 4 minutes should have about 350-400 words at the most..prepare a note of your speech in this word limit and add the other 4 minutes with welcome note, introduction, summary and thanking note..

The purpose of the speech is to convey your message. You can even convey the idea even without speaking.
Remember the story which happenned in 1966 when prisoner of war Jeremiah Denton, brought on television by his North Vietnamese captors, used Morse code by blinking his eyes and conveyed the word 'TORTURE'.
Speech is to convey your message. The word count is not an important thing.
