increasing friction : adding oil on the surface

decreasing friection : roughen the surface

To increase friction of an object you can do several things. 1st inrease the surface area of contact. One can roughen the surface area also. Adding weight to the object that contacts the surface will increase friction.

To decrease friction of an object you can use a lubricant that will allow the surfaces less contact with each other. You can also smoothen the surface which distributes the surface contact more evenly and causes less drag. A seal barrier such as a gas or liquid can be used to prevent surface contact. Removing weight will reduce friction. Air friction is reduced by making the object more aerodynamic. For instance you can move a pencil through the air with less drag than a feather. Drop and feather and watch it drop to the ground and drop a pencil and watch it go much faster. Friction is molecules of a material coliding with each other and if you reduce their contact with each other then you reduce friction.

The first answer is totally wrong.

To increase friction you must increase the force on the surface that you are sliding across and vice versa. Another way to increase/decrease friction is by changing the contact surfaces.
