I dont know exactly the situation you are talking about, but yes it is a free play, but if it is obvious he will not get a play off because they were offsides by alot and about to kill him, he could take a knee just to avoid being hit.

cause he a big puss and doesnt want to get hurt again even though its a good chance to go down the field or something where if the D picks it doesnt matter
