T3 = 28 DS1 (aka T-1s)

one DS1 = 1.544mbps

DS3 = 44.736mbps

That being said, you'll never get 1.544mbps on a T1, and you'll never get 44.736 on a T3.

A typical T1 is anywhere from 1.1-1.4
I'm not sure what a typical DS3 is, but I know for sure you will never get the max speed.
