for books you underline it...but some teachers are ok with italics instead. you should use " " around titles of articles within a publication, or song/poem titles. you need underlining or italics for books, newspapers. good luck!

u would underline it
think of it this way
when u stand a book/magazing up on a table, there is a line (the table top) under it and it can stand on its own. then u underline it.
when u are trying to hold up a piece of paper (short story, poem) ur fingers are holding both corners up... therefore those symbolize quotation marks.
its kind of hard to explain on here, but i hope it made sense :)

It depends on whether you're using MLA, APA, Turabian, etc., as your style guide. It's usually either underlined or italicized.
