Semi rape means half rape - only touching without the penetration.

It means nothing. It's rape, or it's not. It could be 'gross sexual imposition' or 'inappropriate fondling' or something of that nature, but not 'semi-rape'.
If you mean that a girl was pressured into having sex that she really didn't want...but she gave into it anyway...(unless the guy was an adult and she was a child) then it's not rape or 'semi-rape'. It's a mistake on her part and she needs to learn to be more sincere and confident when she says no the next time, OR she needs to avoid being in that situation. That would be one of those life experiences that you learn from, and move on.
If the guy forced her...depending on how far it went, it would be rape, or gross sexual imposition etc...

There isn't such as thing as being semi raped....either you are or you aren't. Maybe you are trying to figure out the difference in molestation and rape. You can be molested without being forcibly raped. Even so, molestation is not semi rape. It is still a brutal act of violence.

It probably doesn't exist, but if it did I would say that it is consensual non consensual, statuatory rape of a 17 year old, or rape of someone who consented to the sex but asks the person to stop halfway, but the person continues.

You could be reffering to frustrated rape. It means having the intention to rape but failed to act on it.
Semi rape, on the other hand, probably means...... he got it in but not fully? LOL
