my friend has a sister who is special and i dont know how to refer to her as

What does your friend refer to her as? Honestly, if you're not sure, ask your friend. Just tell her you've never dealt with a situation like that. If you show your sincerity, and if your friend is mature enough, you won't have a problem.

It depends if they are overly PC people or not. My sister in law has severe cerebal palsey and the family refers to her as mentally retarded because- well, per Webster's dictionary's definition of the word "retarded" that is what she is- it isn't all she is but rather just an aspect of who she is and I think that's an acceptable phrase to use as long as you remember that. There are people that think "mentally challenged" is better but I think being politically correct is just another form of censorship. I'd recommend just being open with your friend and asking him/her and just follow your friend's lead.

Call him by his name. If you want to refer to his condition you can say the name of the condition or Special Person.

Simply adding the word ‘individuals’ to the end of the acronym makes a big difference in humanizing a disease.
A Developmental disability.
A Physical being.
Intellectual & Development Disabilities.
Or simply just use their name sake

I provide live in care for these folks, and I am rather protective of them.

My children don't even know the term retarded. They know them as disabled.
