I have to do a report for a woman as part of my class assignment for her now on what I have to do to be legal I know know I need a liscense but the whole point is I knew that before I didn't know how to find out and go about doing this I have no idea then and none now where to I find this information and what am I going to use as for my search words and where do I go I'm really lost and need to do this like now I only a couple days left

What you have to do to be legal is stop selling them. That's all you have to put in your report.... The WV law is at Section 47-19-1.
The license to sell drug paraphernalia is ONLY issued to pharmacists etc who sell syringes etc for medical use. You can't get a license to sell bongs and crack pipes, so don't bother even trying.

Oh man. As a loyal Mountaineer with strong ties to WV, I have to say GO BACK TO SCHOOL!!! It is people who talk/write like you who give us a bad name.
Also, don't sell pipes/bongs/bowls. Drugs are bad.
