Every team can, or no team can. The MLB draft is a whole lot different than the NFL or NBA drafts.
In the NFL and NBA drafts you can draft for immediate needs, especially in the first round. First round draft picks generally get to play in their first year, become the regular starter in their second or third year, and either become a star or a bust by their fourth year.
In the MLB draft you draft the best player available. This player will go into your minor league system and you probably won't see him in the majors for at least one year, maybe two, maybe three, or maybe never at all. So basically, you draft for your team's needs two or three years in the future. And since it is hard to predict your team's needs two to three years from now your best bet is to take the best player available and worry about what to do when he is ready for the big leagues in two to three years.

It looks like Pittsburgh, Washington, Cincinnati, Kansas City, Tampa, Los Angeles (Angels), and Chicago (Cubs) will be taking that step in 2008.
Drafting a shortstop is pretty dicey at best. Alex Rodriguez (Seattle, 1993) was one of those "once in a lifetime" picks. Chipper Jones (Atlanta 1990), too. Matt Bush (San Diego, 2004) isn't anywhere close to the majors. Hopefully with much better scouting than in years past, some teams will never make the mistake the Padres did with Bush.

Most likely a team could, why would I eveven one team will draft a shortstop? The might be one of the most need postions in baseballs, but denfily pitcher is #1 and I bet in a lot of teams books.
