ok here we go (i love skinnies)
they smallest sized skinny jeans ive ever found are from jean machine(its a canadian store) and it has a brazillian 36, which is like smaller than a double zero, parasuco and guess jeans run down to a size 23 waist, which is smaller than a doudle zero, stitches has really stretchy skinny jeans (again only canadian store) but wetseal has some really skinny ones that run pretty small, if their too long, skinny jeans always look good bunched up at the bottom, or you can get them hemmed

Try the teen shops which usually feature the smaller sizes. I have a friend with your enviable proportions and she sometimes finds better-fitting jeans in the boys' department, since she wears a size 0 and has practically no hips at all.

You should try buying kids designer skinny jeans, like the True Religion Julie Jeans you are small enough to wear their junior sizes and they will cost less than women.

urban outfitters has a HUGE selection of skinny jeans in every color and style you can think of.
H&M makes some too, they're cheaper there but also stretch wayyyy too much, its almost not worth it.

any store that sells jeans...has skinny jeans! just find a style that fits u hafta go around. number sizes dont rly matter for this account they dont rly tell you NEthing. find jeans that FIT not according to number size

the BP department in Nordstrom is great for finding great jeans for all sizes. I'm short too and I love them.
