ok, i will try to sum it up
he developed the concept of maxims- i will some type act in some type circumstances to reach some type end
his first formulation of the CI (a non-instrumental principle) was that you act only in accordance with that maxim which you can at the same time will that it become universal law
there are four steps that you go threw, in testing your maxim,
first-formulate a maxim that covers your reason for acting as you wish to do
second- recast that maxim as a universal law of nature stating that all must act as you intend to act in these circumstances
third-consider whether your maxim is even conceivable in a world governed by this law of nature
if it is , then
fourth- ask yourself whether you would, or could, rationally will yourself to act on this maxim in such a world
a contradiction in conception is when the maxim doesnt pass the third test
a contradiction in will is when it doesnt pass the fourth

for example
you wish to give your word to repay a loan that you need but dont intend to repay
if you conceive of a world that has a natural law that everyone by nature will try to deceive to get what they want, then the meaning of giving ones word would not exist in that world , so this maxim would not pass test three, it would have a contradiction of conception
another example
a maxim of refusing to develop any of our talents
we can conceive of a world like that, where no one develops their talents, but can we rationally conceive of willing ourselves to develop none of our talents at all?
this would not pass the fourth test, we would have a contradiction of will

a maxim that passed all the test would be morally permissible,
