difficulty determining the shape of the galaxy?

That's like looking at a phonograph record from just above the side and trying to count the grooves. They're so close together (the arms of the spiral) at that angle you still couldn't make them apart.

If it was only slightly above they would have only slightly less trouble. In fact it may be slightly above. Just not enough to get a good view.
