You can as an individual

But you first need to register with a Credential Provider and register with Grants.gov. Grant.gov's Credential Provider is Operational Research Consultants (ORC), and once you register you will be given a username and password which you will use at Grants.gov

Because government grants are generally not given to individuals, but rather to charitable organizations. And don't get tied up with the scam artists that say they'll find you a government grant if you pay them a fee - they won't.

Because you need to be an established organization who can prove the money is going to a worth cause. If you could apply for one yourself, then everyone is going to apply for grants and it would take them forever to sift through them all trying to find worthy ones.

You can but you won't do it right the first time. Some people (called "Grant Writers") do this for a living because it is so difficult for the layman.

you're completely unknown to the government agencies you'll be applying to and they'll have little way to evaluate your ability and willingness to actually do what they want done.

of course, if you're a major political contributor, the rules are probably different. then you ask your Congressperson for an earmark.

You can writing a grant proposal and submitting it is hard but you aren't required to hire it done.
