What would happen if the courts could not declare acts of government to be unconstitutional?

The outcome would be the same as not having a constitution, and whether it's benevolent or malevolent, we would be under a dictatorship, for all intents and purposes. A dictatorship, if you ask me, is just 1 bullet away from anarchy.

We would be doing what someone named Castro - Chavez - Hitler - Ho Chi Men etc. said.

Many acts of the current government are done only to perpetuate more government (more government jobs)

If you had the ability to preserve your job you would too.
