tsk tsk. Dont you remember the chemistry of burning hydrocarbons. When you burn hydrocarbons you produce water, carbon dioxide. (carbon monoxide as well since the reaction isn't fully complete)
When your turn your car off you still have that exhaust that is rich in water, but when you turn your car off it is still hot, but when your car cools down the water condenses. When you turn the car on it sputters out water. When it is cold, say like winter like it is now in north america, this effect is increased.
This is also the reason why in cold mornings when you start your car the exhaust is white because the water condenses into little droplets.
So don't worrry this is totally normal

This is very likely a reaction that has nothing to do with the exhaust system or indeed the car itself. It is likely a simple reaction to changes in temperature.
The air in the exhaust system is heated when the car is running. You then turn the car off and slowly the air cools down and condensation forms. Then, when the air gets propelled out the exhaust when the car begins running again, the water just get tipped out of the pipe. I'm no science teacher, but you may find this has merit.

If you only run on short trips this is totally normal and the reason the many exhaust parts rust out.
The change in heat caused moisture to condense inside the exhaust parts when they cool and it drips out as you drive.
If you always go on short runs to the store 2 miles away then the exhause will never really get hot enough to evaporate all the water. Conversely if you drive a lot for a long distance its not likely you will ever see it.
Its winter now and the cool air keeps water from leaving as fast as well.

Probably condensation from the catalytic converter doing its job. It will create water, that is why there are weep holes in the muffler to vent. If it is in the front for the car it could also be water draining from the A/C condensation port. I would keep an eye on it and have it checked professionally if it seems abnormal.

It is called condensation. When the moisture level is high water vapor will enter your tail pipe. when you start it up it will Supt out for a short time. After that all is good. But be sure that all there is you may have a reservoir of water that you may not notice the water level going down on ya.
