I did not sign a lease. I gave $1000 deposit and the room looks the same as when I rented it. She just told me I don't get my deposit back until 45 days after I move out. Can she do this?

I live in Maryland.

Legally she probably can't.

Yes it's legal. They have a certain amount of time to inspect the apartment and figure out what deductions (if any) they will take out. In Virginia, they have 30 days to return a security deposit, but it's different in other states. Perhaps Maryland has a law that they have 45 days to get your money back to you.

Why did you give someone a $1000 deposit without a written contract involved. Since there's not lease, she can basically make up the conditions as she goes along.

In most states it depends, in Maryland, up to 45 days is permitted. If she is nice, she can give it to you as soon as she inspects and finds nothing wrong, but I think some like to hold on to it in case the renter skips out on a utility bill.
