First off, for all you people that post answers like "no such thing" "illegal" BLAH BLAH BLAH, just stop, nobody cares about you and your weird addiction with getting points on Yahoo answers.
Next, with the question.
Ok, I just recently heard about private servers, and I wanted to make one. But I have NO clue. I looked at the guides and was...well...lets just say VERY confused.

I'm wanting to make a private server with private quests, items, weapons, armor, ect. And also make a higher level cap. But I have no clue whatsoever what to do, I tried downloading some of the programs, but they turned up as WinRAR Archive files (Im not sure if that is right or not) and I couldn't do a thing with them.

As you may have guessed, I pretty much have no idea what I'm doing, but only what I want to do. All I'm asking is if somebody could explain what to do and how to get me started. Thank you in advance.

Private servers are against Blizzards TOS. If you have an active WoW account you've agreed with this every time you login after a patch. You can get you're account banned and lose access to all characters on the account.

Running a private server can potentially result in worse actions. Blizzard is one of the only companies to successfully sue the operators of a private server.

By the way, its not about points...its about getting information to uniformed people who might make a bad decision without. Ignore it if you choose to :)

Private servers DO indeed exist.
The drawback of it is that the playerbase is miniscule compared to your average Blizz-run realm, and they're usually not as stable and lag-free. When Joining someone else's private server, parameters are set up by the host, and the guides for joining their server vary from host to host. If you're trying to join a Private server, you'll have to contact the host for complete instructions.
As for Hosting your own private server, I'm not sure what the rules are for that, but I'm pretty sure you'll need a powerful server computer (like the kind they advertise in business magazines. The Intel Blade servers or whatever the hell.)
Either way, that's tons more complicated and you'll be the only one playing, but you're pretty much guaranteed to have GM power.

Private servers, for the most part, cannot have their item/Quest/etc. databases changed (last time I checked. I Think it's so you can't hack the Blizz servers with your epic items)
However, with GM status granted (If granted by the host) you can manipulate just about everything else in the game. Want Ragnaros to spawn outside Stormwind? there ya go.
Wanna ding to 70 in a few second? Just enter in the command. Google for the GM power on a video somewhere, the guy in the vid was on a Private server and had GM status.

Also: Google for a program to open WinRAR files. Personally, I don't like the Format, but a lot of Modders/indy developers seem to. Programs to open WinRAR or 7-zip or aladdin Stuffit files are almost always free and safe to download.

to make an effort at legality you should keep track of the efforts to create a public domain version of the WoW client to go with the WoW server emulator. Still questionable but abit less so.
