Help with a NEIKO 10,000,000 candle power spot light!!!?

I have a Neiko spot light that wont work, itll take charge but wont light up... whats wrong with it...what can i do to make it work!!!

Take it apart and see if all the connections are good---could be a bad bulb too. 10 million CP...what are you, an aircraft spotter?
