The Carnival Corporation has headquarters in the US and UK, and would have to follow both laws for being a dual-listed company.

The laws of the country of registry of the ship. For most of them, that's the Bahamas.

Oh, and by the way.... that ships Captains have the legal authority to marry people aboard ship is just a hollywood myth. To be allowed to conduct a marriage a captain needs the same license as anyone else under the law of the country of residence.

Many cruise lines carry a chaplain and conduct marriages onboard, but a captain doesn't have that authority.

If it was a US corporation, I would assume the US.
