Absolutely. In fact, circumcision was promoted to stop masturbation back in the mid 1800s, since people were very religious back then and felt that masturbation was bad.

Of course they can! Uncircumcised is normal and circumcision is a trend that still only happens to a minority of men in the world...why wouldn't a normal man be able to masturbate?
You might be surprised to know that circumcision was originally promoted (for "medical" reasons) to prevent masturbation, by a lot of sick religious doctors, like one guy named Kellogg.
The reason being that it's easier to masturbate with foreskin! You just slide it up and down. Studies have shown that circumcision, although it doesn't stop masturbation of course, makes it harder, and most circumcised guys have to use artificial lubricant.

Umm. Uncut is the natural state, if anyone should have problems with function, it should be the modified version.

yes, they can just like circumsized people do. it most cases it feels better because the foreskin makes the glans (head of the penis) more sensitive. good luck.

Yes....Although it is better circumcised! You have more options wen you are cut and usually the uncut guys blast off in short order because they are to sensative!
