From my personal experience with grandchildren and motorcycling, depending on her size and height, I'd recommend starting her out on nothing bigger than a 100cc dirt bike, but only if she's been very responsible and well balanced on a bicycle.
When my grandson was 5 he started out on a 50cc dirt bike and has since become very adept at riding it. Haven't gotten him anything larger as yet, but he still has a blast with it. Riding supervised on the family farm is the only riding he's done on his own.
In the spring it will be time to start training my youngest grandson, who's just four, on the dirt bike, since he's already got his training wheels off his two wheeler. I'll be spending plenty of time out there with him, I can assure you.
I'd recommend you take yourself to a motorcycle safety course and learn to ride first before getting her anything, however. Then, you'll be be able to explain and teach her the right way to ride. If that's not possible, find someone you know is responsible and a good patient teacher type to assist her. Never allow her to just go out without supervision on a powered vehicle.

Jim is right on the money. Have her sit on a CRF80 and a CRF100 to see which fits here best. There is very little difference in the power so either would be fine from that aspect. These bikes are absolutely bullet proof. She will have years of worry free riding on either of those bikes. Sorry Shawn but you are way off base. A quad is much more dangerous. Notice how many times in the news you hear of someone getting killed on a quad. You will rarely if ever hear that same story about a dirt bike.

Honda CRF80
If she's tall enough to fit on a Honda CRF100, I'd consider it.
But she must be mature and responsible enough to know that it isn't a toy.
What ever bike she gets, make her take riding lessons.

XR100. It will last longer than we will. If you want fast get a CR80. It will break within a year.
