I told a former employer that hasnt paid me properly that I want to be paid properly with penalties. I said that I have an attorney on retainer who wants to pursue a class action lawsuit if i dont get paid. moreover, i said that if i am not paid i will contact the state labor board. is this extortion?

I know that the company doesnt pay other employees ot. thats where the class action will come into play.

No. It's cause and effect. It's action and consequence. It's right from wrong.

You shouldn't make threats when you don't know what your talking about, it loses it's impact. A class action suit is one in which many people are involved like the case against a drug company that has had a negative health effect. And extortion would be if you tried to blackmail someone to pay you to keep you from doing something harmful. What you need to do is simply contact your local labor board and they will see you get paid. If your employer doesn't pay you then, they will fine him and maybe close his business if it is regular occurrence. Good luck

why don't you just contact the dept of labor before retaining a lawyer?

No it's not extorition it's a threat to go to court. In order for it to be extorition it would have to be through your criminal means, which in this case there are none.
