I think it means that our government is the enemy.
The Patriot Act, Homeland Security, and all kinds of other new government laws and agencies only serve to add to our government's control over its citizens.

Answers] could be considered promoting these 'extremist belief systems', and could subject you to being stripped of your U.S. citizenship, torture and even execution without any legal recourse, even from our Supreme Court!!
This is the first step toward dictatorship. Don't allow our government to conduct this kind of 'surveillance' on the citizenry. The government is the enemy.......and 'we the people' must fight to take back our country!
