Give it to them: Karma pays back 100 fold.
I lost something valuable a few weeks back and it was completely gone: then I found something and returned it to a stranger and the result was I got the thing I lost back later that day. Karma is powerful. Don't keep it. Give it back.

If you can easily find out who's it is from ID in the purse, most states have a statute that requires you to make efforts to return it in a reasonable time from finding it. Otherwise if they find you, they can charge you with theft.
Basically, I would return it.

If I knew whose it was, I would return it without opening it. If I did not know whose it was, I would turn it in to the police without opening it. In either case, I wound NOT know it had around $500 in it.
