the shop told me that I needed to change the master cylinders but they are not leaking.

If it's the original vacuum line from your intake manifold to the brake booster, replace it. DO NOT use fuel hose. Purchase VACUUM hose. Take the old hose & cut it open, you'll find the inside has swollen shut.

If you have manual brakes, it could be glazed lining. If you have power brakes, you could have a vacuum leak or a bad brake booster.

It's your brake booster. I have a '83 Buick that does the same thing.

Brake booster bad,Check the check valve on this unit and vaccum being applied first.

if they are pwr brakes check the vacuum to the brake booster. If that's OK replace the booster
