After a while, fans collect dust causing poor circulation resulting in the system turning the fans on at a higher speed. 80% of the time this is the case. Try some air duster out and see if that fixes anything. If not, then it could be the fans. However, if you notice no spike in performance, don't mess with it. Also, if you're convinced its the power supply fan, get a new power supply. Don't even bother messing with the power supply. A new power supply is lot cheaper than burning the house down.

Most of the time it is dirt and grime also it can be bearings going out on your fan. Like a car when it starts to make a noise you didnt hear before it is more than likely a failing component.

I would suggest replacing the fan to ensure that the fan will not fail on you on a later date. This should be a very inexpensive fix no more than 10-20$ and could save/extend the life of your computer.

The most likely cause is dirt and grime on the fan. You can use a can of compressed air to clean the fan. A can of compressed air is fairly cheap $10-15. You will need to remove the computer case to clean the fan.

If it's the power supply fan, you get to replace the power supply, unless you have a supply of old power supplies that you can take one from.
If it's the CPU fan Replace it, no cleaning or other messing around. Replace It. You can clean out the heatsink while the fan is being replaced.

To fix that noise, you can:
Turn up the radio
Clean the power supply fan (get an air duster)
Clean the CPU fan (same air duster)
If cleaning does not work, turn radio up louder or replace fan.

its possible it could be loose. you can try opening it and cleaning it out and making sure the screws are tight, but if you dont know what your doing, then id say, get a proffesional..

too many times have i fried a processor cuz i wasnt properly grounded and touched the motherboard.

also, just kinda banging the computer seems to knock it back into place sometimes =]
