Due to medical reasons I cannot hold a drivers license and i dont have a passport, the RTA only gives proof of age cards under a certain age. Any help would be appreciated.

In most States the Department of Motor Vehicles will issue a "Non-drivers ID Card"

Department of Licensing issues ID cards that are similar to drivers licenses however are not for driving. You could also get a passport.

A store bought ID has no legal standing and is basically useless. No business or government is required to accept something like that as identification. Passport pictures are not for making your own ID, they are to be provided with a passport application.

Stores like Walgreen's that do passport photos will make a photo ID for you.
