A really good craft shop should have the kits for making them, if not, they could get them in for you. You could put inside the novelty of your choice, depending on ages etc. These are also available from craft shops, you could make your own, or some shops have toy dispensers outside the store with novelty items in plastic balls. When made up, they are equally as good looking as any store bought crackers, they even have the snaps (cracher) inside the kits.

i found some at linens and things. maybe pier 1. we always get ours from our local british shop.
