If society dictated that all women wear gloves, do you think showing off bare hands would become a sex symbol?

Definately. I think right now, gloves themselves represent a sort of sex symbol sometimes, especially long leather gloves, because they add a sense of mystery to the hands. Taking long gloves off to reaveal the hands is pretty sexy, so it would work if women were required to wear gloves.

Actually, I was just watching Memoirs of a Geisha and in the movie theres a scene where a Geisha is training another geisha and she tells her that if she shows her wrist it gives the man pleasure, so yes I think it would.
