If Dick Cheney were to die tonight of a heart attack would Bush be allowed to run the country?

Or would they need to find someone really fast? It wouldn't be Kindasleezy Rice would it? Also if Kindasleezy would have served under a differnet president than Cheney would she have been a success or would she still have been a failure?
